With deep roots in law enforcement and advanced research in AI governance, she brings rare, ground-level insight into how emerging technologies are shaping power, privacy, and public safety worldwide.

Dr. Amr A. Fouad’s journey is defined by dual mastery — theory and practice. Holding a Ph.D. in the legal regulation of artificial intelligence and emerging technologies, alongside over sixteen years of operational experience in law enforcement and security, she understands not only how systems are designed, but how they behave under real pressure. This combination allows her to question technology not as an abstract concept, but as a force with real consequences.

Her work spans AI governance, digital privacy, cybersecurity, crisis management, and ethical regulation. From teaching future officers at the Police Academy of Egypt to advising institutions on AI risk and compliance, she has consistently focused on one central question: how societies can adopt advanced technologies without sacrificing human dignity, accountability, and safety.
